செப்டம்பர் 27ம்  தேதி தமிழக முதல்வர் ஜெயலலிதா அவர்களின் சொத்து குவிப்பு வழக்கின் தீர்ப்பு, பல ஊழல் அரசியல்வாதிகளின் மனதிர் ஒரு பெரும் பாதிப்பை ஏற்படுத்தி இருக்கும் என்பதில் சந்தேகத்திற்கு இடமில்லை.   குற்றம் பல வருடங்களுக்கு முன்னே இடம் பெற்றிந்தாலும், அதன் பாதிப்பு என்றைக்கும் ஒன்று தான்.  இனி எடுத்துக்கொண்ட வழக்கில் நீதிபதிகள் விருப்பு வெறுப்பு இன்றி, ஊழலின் பாதிப்புக்கு ஏற்ப தண்டனை வழங்குவார்கள் என்கின்ற ஒரு நம்பிக்கையை மக்கள் மனதிலும் ஏற்படுத்தியிருக்கிறது இந்த தீர்ப்பு.

மக்கள் தங்களது ஜனநாயக கடமையை தைரியத்துடனும் செயல்பட இத்தீர்ப்பு உதவினால் அதை விட ஒரு நல்ல செயல் இல்லை என்றே சொல்லலாம்.  இன்று பல அரசியல் நெருக்கடிகளை சந்தித்து கொண்டிருப்போர்க்கு, இனி சந்திக்க இருப்போர்க்கு அயராமல் நேர்மையாக பாடுபடவும் இது உதவும்.  மக்களுக்கு ஊடகங்கள் உண்மையை எடுத்து உரைக்க தடையாக இருப்பது ஊடகங்களின் அரசியல் சார்பு தான் என்றால் அதில் தவறில்லை.   இவ்வூடகங்களும் இனி சரியாக மக்களுக்கு உண்மையை எடுத்து கூற தவறினால் இத்தகைய தீர்ப்புகள் ஊடகங்களின் உண்மை நிலையை மக்கள் புரிந்து கொள்ள ஏதுவாகும்.

இந்த தீர்ப்பு ஒரு முன்னோடியாக இனி வரும் எல்லா ஊழல் வழக்குகளுக்கும் இருக்குமேயானால், மக்களின் நம்பிக்கை ஜனநாயகத்தின் மேல் இன்னும் அதிகரிக்க  வாய்ப்பு இருப்பதோடு' அவர்கள் தேர்தல்களில் தேர்ந்தெடுக்கும் வேட்பாளர்களும்  எந்த ஊழலிலும் ஈடுபடாமலிருக்க உதவும்.   மக்கள் கட்சி சார்பு வேட்பாளர்களை விட்டு,  உண்மையிலே அவர்களுக்கு சேவை செய்யும் வேட்பாளர்களை தேர்ந்தெடுக்க  வேண்டுமென்றால், இன்று ஊழல்  குற்றச்சாட்டுக்கு உள்ளாகி இருப்போர் சட்டத்தினால் குற்றங்கள் நிரூபிக்கப்பட்டு 
அதற்கான தண்டனையையும் அனுபவிக்க வேண்டும். 

தணிக்கை அதிகாரிகள் குற்றம் என்று சொல்லியுள்ள 2G, ஏர்செல்-maxix, காமன்வெல்த்  விளையாட்டு போட்டிகள், நிலக்கரி ஒதுக்கீடு ஊழல்களும் அதன் முடிவினை அடைந்து குற்றம் சாட்டப்பட்டவர்கள் தப்பிக்க முடியாது என்ற நிலை  உருவானால் தான், மக்களுக்கு ஊழல் ஒழிப்பில் நம்பிக்கை ஏற்படும். இல்லையெனில் கட்சிக்கு அல்லது குற்றம் செய்தவருக்கு ஏற்றவாறு நடவடிக்கை எனும் நிலை உருவாக வாய்ப்பு இருப்பதோடு, மக்களின் கட்சி சார்பான ஈடுபாடு என்பது வலுவடையும்.  

குற்றம் செய்தவர்கள் யாராய் இருப்பினும் தண்டனை பெறுவார்கள் என்கின்ற நிலை உருவாக  தணிக்கை அதிகாரிகள், காவல் துறையினர், CBI, நீதித் துறையினர் எல்லோருமே விருப்பு வெறுப்பின்றி செயல்பட வேண்டும்.  இந்த தீர்ப்பு அதற்க்கு உதவியிருக்குமேயானால்  நாட்டின் எதிர்காலத்திற்க்கு நல்லது.

Further to the responsibilities envisaged in part I of the posting in this blog, it is pertinent that the expectations of the common man is for good governance and not in proportional representation in the cabinet of regions, religion and caste or age.   This posting is based on the unsavoury discussion in CNN-IBN on 17th May 2014 evening on the subject wherein a lot was made how Muslims did not have enough MPs.   Mayawati, BSP had fielded 19 Muslim candidates in UP but none got elected, though they were a majority in certain constituencies as her calculation of Dalit+Muslims did not click.  Thus people have shown religion or caste does not matter already.   The basic fact that any MP who gets elected with the votes of different people belonging to various religions, caste etc., is also expected to the fair to all those people whether they have voted to him or not.- was totally forgotten in the above discussion. 

If a precedence has been set by representations in the Ministry so for, that should be given up.

Since there will be many more discussions on these lines, it is important to note that people who have specialised in certain areas and their expertise garnered for the better implementation of promises made in manifesto is of utmost importance for the best of governance.   In the name of Representations for States, Religion, caste, language people should not be let down in achieving "Shresta Bharat".   The faith of the people that anybody with a willingness to give his best, in his chosen or assigned responsibility requires to be strengthened in the formation of the cabinet.   The performance on these lines also should set a trend and bring the confidence of the people, that a government can deliver and ministries are to be represented by appropriate people for the purpose.   In the coming years, people should say more on the performance of the Minister, than to point out that the Minister's origin and to trace his past.

A healthy trend of fielding candidates of irrespective of religion, caste in future also will follow only when people experience good governance irrespective of the candidates religion and caste.   The performance of a person should be the sole criteria in the minds of electorate and towards this end, the parties in power and  are not, should weed out unwanted persons, with proven record of criminality.  Parties which solely depend on region/ religious and caste would  give way for parties who are truly secular. Unfortunately, the word "Secular" has been the casuality all these days and the faith that an elected representative is beyond all these is to be proved by actions. 


The new government will be doing a great service to the people of this country, by choosing the right ones for the right jobs and they excel in their assigned portfolios and prove this nation that when it comes to governance, proportional representation on any basis, is not a criteria.

Responsibilities of the new government in India
Victory brings along with it a lot of responsibilities.   Especially the present victory of the BJP in the LS 2014.    There can be no complaints, as the people of the country have given a clear majority for the party and also near about 325 seats for the NDA. (Written after leading positions shown for all 543 seats - officially results have to be announced and the exact no. of seats for BJP and NDA).   This support of the people to form a government with the partners in NDA is unmistakable.    The partners have to be taken into confidence and the various positions of responsibility carefully assigned so that the performance is of the standards expected by the people.   It is a fact, with a lot of expectations the people of this country has reposed confidence on Modi.    The senior leaders of the party have to be assigned positions which will enhance the reputation of the government and vital portfolios are given to people of vast experience both in the government and outside of it.

All said and done, the dissatisfaction over the UPA 2 was largely due to misrule with no accountability and charges of corruption day in and day out and there was no hope of anything getting punished for their lapses.  So, the new government has to address this issue and the moment this is thought of, the institutions responsible for bringing people to book have to be carefully revamped to achieve this and at the same time not making these independent institutions to be subservient.   Added to this, a cleaner image has to be brought in, by not allocating work to people with dubious records, even if they were responsible for the campaign during the elections.   Some of the winning candidates also who would have escaped the gudgeon at the time of allocating seats will now have to be brought to bear the discipline.   All these need a cohesive party.

The peoples' need on daily basis whether belonging to the lower or middle class were not addressed by the erstwhile UPA 2, with a callous attitude on price rise and inflation.   There was total disregard on inflationary matters and price of petroleum products was not studied or analysed for a long term policy which will lead to an adjustment of the prices only once in 6 months as is being done for neutralisation of price rise by way of dearness allowance to state and central govt employees.   The road vehicles especially the autorickshaws metering was totally uncontrolled by frequent adjustment of prices of petroleum products based on crude oil prices.   This also had an effect on the bus fares and the common man was put to lot of hardship in selecting the correct mode of transportation which will suit him.  There are other follies like improper distribution of food grains which also contributed to inflation.  The management of the food grains storage and movement has to be in the top priority of the new dispensation.   The new government has to concentrate having the inflation under control as well as growth given importance.  A lot of developmental activities have been suggested in the manifesto of the party.   In this regard, the manifesto of the party, which spoke about bullet trains should be made a reality as well as linking of rivers.

Close and joint working with state governments to truly represent the federal set up of this vast country should be the topmost priorities to achieve various goals set by the government.

The national education policy for higher education should be evolved to stop the hardship of lesser priveleged and equal opportunities should be available for all sections of society.   Continuing on this, the youth power of this country should be channelised with more employment opportunities.  Womens' empowerment should in the true sense and should encompass their safety too.

Last but no the least, the prestige of our jawans, officers and the entire defence has to be brought back to the days of glory of the past which has taken a beating in the last 5 years.

The golden opportunity offered by the LS 2014 election is the uncommitted support of 3 parties namely AIADMK, TMC and BJD, who could offer a support of around 70 seats which will enable the government to have a 2/3rd majority when required for legislation.   Getting them as supporters should be left to the elderly elected representatives of the party and the manangement of communication to these parties also can be left to these elders by fully engaging them and for the benefit of the government.

Will the new government usher in peace and happiness to all sections of society, with a true Ram Rajya, where people are assured of employment, fair wages, a better living standards, corruption free administration at all levels, growth and development duly having better relations with all negihbours. Though only results have come, the people responsible for the assigning of various activities will have to work overtime before 21st May 2014, to bring in the best team and should be a team that should be envied by one and all.
I do hope with Mr. Modi at the helm of affairs, this will be a possibility.

What will they do if they are voted to power?
I started this petition calling on Narendra Modi, Arvind Kejriwal and Rahul Gandhi to agree to a common public debate.
Never before has such a debate been held in India. As voters, we have the right to know what our political leaders will do if voted to power.
We have 10 days to make this a reality. More than 15,000 people have signed! But we need many more to get political parties to listen to us.

My reply to the mail:
In the normal circumstances prevailing in a country which is going for voting, all these things will appear fair and it "will be" fair.  I am a not a supporter of any party but think the last govt was not made accountable for all the corruption that existed and surpassed in all proportions and in the process destroyed the very foundation of democracy by misusing institutions and hence cannot be entrusted power again. Thus their views are not counted.

A Kejriwal, threw away the opportunity given to him by the sincere Delhi voters who wanted a change. But alas, this worthy, withdrew even the material that was supposed to be against Sheila Dixit and displayed in the website to be in power, with the unsought support given by the cong.  He made a mockery of democracy by his acts of commissions and omissions within the 49 days, he was in seat of power.  A person who cannot be entrusted with any responsibility but fit only to throw charges on others.

Thus the third party, which has not excelled in its performance as an Opposition but rejuvenated by the presence of Modi with all its failings have to be the choice.  we cannot create confusion in the minds of people by asking whom do you want at this stage.  Instead, the change.org should put up the names of "incorrigible past" candidates from this party being fielded to defeat them.  But the present circumstances require a smooth change of power, to the present opposition, specifically Modi for actions to be initiated against the corrupt.  No opportunity to be given for the Scamsters to have an escape route.   Will change.org do the needful to identify the candidates who shall not be voted not only in this party but also in the cong?

Society and Backwardness

It is already 66 years after Independence and after several five year plans, and with various schemes announced from time to time, a section of the society continue to suffer.  In the recently published- Recommendations in India Rural Development Report- it is stated that - Poverty is markedly higher among scheduled castes (SCs) and scheduled tribes (STs) who together constituted 44 per cent of the rural poor in 2009-10.  It is a sad story to be told after all those schemes and 5 Year plans.
Where is the lacuna? Have we not understood the real problems of the rural poor.
Farmers death which were sporadic and the governments measure of bringing in solace to waive of the loans taken from Banks with a massive Rs.52000 Crores have not borne fruit.

1. As a first step the government should start thinking in terms of withdrawing the concessions to the affluent among the communities for a social justice by distributing to the needy among the same community to bring in par within the community.  This can be done by withdrawing the concessions to those who pay 30% IT among them and thus their paid taxes are also used to various schemes and also not to garner further benefits from taxpayers' money. 
The process will usher in more number of people coming into 10% IT from these communities.  A phased system of eliminating concessions based on communities and corresponding economically underprivileged included should be the main theme in this plan.   The hope of many economically weaker sections will be answered by positive help from concerted efforts of government and society.
2. The promotions in government department which is caste based reservations should be scraped. Instead, the percentage of jobs shall be increased from the present 22.5% to these communities thus paving the way of 33.33% to be reserved for both SC and ST. With the present arrangement OC is not retiring with higher promotional avenues and stagnation results for OCs. This should be overcome and more retirement at higher levels give more people from OC to move above, paving the way for others. This also helps in for fresh recruitment of them with more arisings and also a small % of additional jobs go to SC/ST.  This will enhance the chances of employment from these categories and thus assured of jobs even with a lesser percentage of marks from these communities.   Those educated and on merit among SC/ST also can compete with people from other communities in private sector.  Social justice calls for not only providing employment opportunities but those who get into the service are motivated to get the best out of them.  The present system of recruitments in the private sector should not be disturbed.  The governments aim should be to completely do away with reservations based on communities on a time bound programme of not more than 10 years from now.
3. Farmers:  The death among the farmers continue to pose a problem for successive governments in spite of  a huge sum of money squandered by the UPA.  The plans did not see the end result due to leak pipe lines in the scheme, with a large number of middlemen making merry with and without party affiliations.   The assurance to the farmer with all the basic necessiities for farming with irrigation schemes maintained as initially planned, proper seeds and monitoring of crops at appropriate levels and failures in case of monsoons suitably compensated are an immediate necessity for not only as a support to agricultural output but also to stop migration from villages to towns and cities.  These are days where facilities in entertainment and communication already taken to the villages and only to seek a job and keep his livelihood the farmer should not come out of villages.  Rich villages should be the targets of governments for a better economic success of this country.
4. Social Responsibilities:  The people of this country who are above the minimum basic requirements and are indulging in conspicuous consumption should take it upon themselves to bring the less fortunate brethern to obtain minimum basic necessities.  Philanthropy was the forte of the Indian wealthy societies of the past which has lost its meaning with the English educated rich, to question all systems but not to help put the system alright.  This country survived with the large hearted philanthropic activities in seeing none went hungry at least in the food aspect of society.  Many institutions like Sri Ramakrishna Mission are NOT getting the help from society in a scale in which it should get as they are doing an yeomen service by means of orphanages, schools, colleges, hospitals, technical institutions etc.,    The government on its part should first raise the limit for IT relief for such activities of donations to institutions supporting retired persons/families, destitute children homes, life convicts' children homes like SEED of Chennai, spastic children homes etc.,   It will be appropriate to initially give such relief to 5% donations upto 5Lakh per annum salary, 10% donations upto 10Lakh annual salary and 15% donations upto 15L salary and 20% for all salaries above this limit to give impetus to donations by public to institutions instead of palltry Rs.10000/- as releif in IT.   There are genuine institutions which are providing immense help to the needy. 
5. Child labour:  It is very easy to condemn child labour but large number of families in this country are depended on such wages and the parents of these are even ready to be give these as bonded labour so as to provide help to the rest of the family.   The problem should be approached objectively and instead of calling for complete abolition abruptly, it should be made mandatory for a period of 10 years from now for employing only for 4 hours a day in shifts and there must be schools also in shifts to cater to the needs of these and a total abolition can be thought at that time.  The law should be amended accordingly.   When chocolate manufactures of the world, famous with their names employ child labour to bring down their costs and the West knowing fully well about these, shedding crocodile tears for child labour, India should view it in a totally different angle and provide the necessary livelihood for the families for the present and slowly bring down the number before abolishing completely.

(This is sort of introduction to the new blog and will be writing more on all subjects pertaining to peoples aspirations.)
Ever since human being came upon this planet, his search for food and livelihood had decided his actions.   Group living was a necessity and was governed by the rules vocally spelt by a leader or consensus among the group.   There had been cases of disputes and each period had its own way of settling their disputes.  Though early history could only be surmised based on various findings and written history was only recent over a thousand years, many of our views are based on what has been told by some and to be agreed upon by many.  Wherever disagreement became vociferous and these turned into disputes, these have been settled through both discussion and muscle power.  Hence peaceful settlements and those with the use of power have formed part of history and thus the adage "learning from History".  Even when disputes with the peaceful way of "agreeing to disagree" are settled, these have left a clear mark many a times.  There had been enough cases of people fighting over land, women and greed of wealth and just to establish ones supremacy.   To this list, in the modern world, has added the status and recognition by society contributing for disputes.  Unfortunately, some of the reasons, which could only be between groups have been taken to the levels of different countries and thus vigil between borders of countries have become an important issue with lot of the earnings of the countries going for this purpose and little to other basic requirements.  Thus this resulted in the widening of the already existing gaps based on economic considerations.   The haves and have not theories contributed for mass struggles especially in the East Europian countries and China and a few more countries of Latin America and Asia which lost their way with the all round progress on economic fronts all over the world.  As the progress in developed countries had to be depended on the mass consumption of the products of automation,  consumer became important and more consumers had to be brought into the system, by various names of trading and when the lesser powerful under-developed countries woke up to the reality by including them calling globalisation.

Thus whether willingly or unwillingly people of different countries had to be dependent upon the global impact of various decisions they make.  Countries with strong leadership and a vision of the future survived more with a clear set of planning and executing them well, even as limitations were imposed due to the geographical and financial aspects.  Awareness of the people also has a corresponding role in all these developments which led to the proper use of trade as well as getting a government they deserved.    Thus peoples aspirations have to get the priorities from those who govern and in turn the people should be aware of what they require and  choose a government that can fulfill their aspirations.

In India, there is going to be an election which brings in a new government at the centre.  A strong central government can only be present with a single party getting absolute majority and may be other smaller parties of various regional interests supporting them.   The present dispensation of United Progressive Alliance have ruled since 10 years and have proved that their economic policies have not been a success with a Re. at 63 per $ and inflation touching and jumping towards North with a slump in Industrial Growth and leaky pipe lines in schemes with corruption at all levels.  Added to these are the compromises the government had to make due to political compulsions and dependence of smaller parties and an economist heading the government.  It goes to prove that either he did not have a free hand or he spoiled the economy.  But this dispensation had created a holier than thou, advisory council with not an economist at helm but a person who had no knowledge on governance and only had manipulative politics and threatening of smaller parties which indulged in corruption and thus made them to submit to all wrong policies.

Thus the 2014 Lok Sabha election brings in a new aura to the Indian National Scene with a 4 time CM of Gujarat aspiring to become the PM of the country with an unblemished record, though MSM thinks otherwise bringing in riots of 2002.  On the other hand the state of Gujarat has seen the development unparallel in recent times under his leadership and  he will be the right man with the determination and vision to take this country forward.  But as said, he should be given the majority and already the people of various regions are expressing their faith in him as could be seen from the different surveys all over India in different states whether ruled by cong, bjp or other parties.   This should further grow in the days to come to give him a clear majority. The BJP, the party which projects him as the PM candidate would do well to turn a new leaf and totally prevent a few corrupt elements in the party, from contesting the election, which is what the people of the country want.
